How health coverage differs by state

Health insurance is regulated state by state, so the plans, carriers, and programs available to you depend on where you live. Each state page covers who Hollen works with there, where residents enroll, and how Medicaid works locally.

Where you enroll

For 2027 coverage, residents of 13 of these states enroll through HealthCare.gov. Georgia runs its own marketplace, Georgia Access. Oklahoma remains on HealthCare.gov for 2027 and has announced plans to begin moving to a state-based exchange in 2028. In all 14 states, Open Enrollment runs November 1, 2026 through January 15, 2027, with a December 15 deadline for coverage starting January 1.

Medicaid expansion

Seven of these states have adopted the ACA Medicaid expansion: Arizona, Indiana, Michigan, Missouri, North Carolina, Ohio, and Oklahoma. The other seven, Florida, Georgia, Kansas, South Carolina, Tennessee, Texas, and Wisconsin, have not, which changes who qualifies for Medicaid and who qualifies for Marketplace savings instead. Wisconsin covers adults up to 100% of the poverty level through BadgerCare Plus, and Georgia offers the limited Georgia Pathways program.
